To reflect the role of maritime trade in the port city , original plans called for a statue of Mercury—patron god of commerce—here in the courtyard between City Hall and Germany's oldest stock exchange
Acknowledging the 1892 Cholera Epidemic, Hygieia is depicted as having defeated the disease (the dragon) and bringing clean water to the people (the six figures illustrating its benefits and use).
