Love this spot. Its far less crowded than Ponto and you can (usually) find parking and you don't have to pay. Great place to go and relax as well , and the cliffs provide some nice shade.
Get the "Today's Tide" app from ur app store. Check for when high tide is for San Diego. Get there at least 3 hours before the high tide is to occur. Wear shoes that can get wet. Surfers no worries!

Parking is easy during the week. Come then and walk to Moonlight Beach for a perfect 5 mile walk
