If you are travelling alone then Off The Record is a great spot to have a quiet drink at the bar and soak in the politico atmosphere. The bartender makes a terrific Old Fashioned .
A nice place for a weekday business meeting over drinks. They make some nice cocktails and la great location.
A Washington classic. Low lighting and small tables, good for intimate conversations (or political scheming, as the case may be)

Go to Off the Record. You will nearly always get a munchie (think: high-class wonton ) with your drink. Good place to actually talk and, if you're into it, to spot minor DC celebs.
One must take the time to look like a tourist and admire the wall art ; amazing!!
Great spot for a clandestine meeting. Enter through lobby. Door downstairs to left of elevators . Concierge has phone chargers.
A little pricey , but a good place for now and then when you want good drinks and good conversation.
