Yes, the protestors in the park really are there every day of the year. Plus, on any given day, you will see a random protest . Don't take pictures of the police on bikes , they don't like it.
You will often see / hear rallies or protests going on right by the White House. Plenty of secret service & police in the area.

The park was redesigned by Andrew Jackson Downing in 1851-52. The statue of Andrew Jackson was erected in the center of the park in 1853, but Jackson’s design was not completed until 1872.
