Park it at the tidal basin. Do you ever daydream of dropping water balloons all over those pedal-boating dummies? No? Just us?
This park is close to a few monuments , but facilities are better in East Potomac Park , which is next on the runners' itinerary.
Even in the rain, its lovely!
